Cookware and Utensils Quality Control Order Notification for Micro and Small Enterprises

The Ministry of Commerce and Industry has introduced the Cookware and Utensils (Quality Control) Order, 2023, aimed at ensuring strict adherence to quality standards for these essential household items. This directive mandates compliance with specific Indian Standards, including IS 14756:2022 for Stainless Steel Cookware, IS 1660:2009 for Wrought Aluminium Utensils, IS 13983:1994 for Stainless Steel Sinks for Domestic Purposes, IS 9396 (Part 1):1987 for Round Open Top Sanitary Cans for Foods and Drinks - Tinplate, and IS 14407:1996 for Aluminium cans for beverages. Effective from the Gazette Notification dated 9th August 2023, this Order will become enforceable six months from the notification date. However, Micro and Small Enterprises, defined under the Micro, Small and Medium Enterprises Development Act, 2006, are provided with distinct timelines for compliance. Small Enterprises have nine months to align with the regulations, while Micro Enterprises have twelve months. According to this Order, all Cookware and Utensils must conform to the corresponding Indian Standards and display the ISI Mark, signifying compliance with Bureau of Indian Standards requirements under Scheme-I of Schedule-II of BIS (Conformity Assessment) Regulations, 2018. Products lacking the ISI Mark cannot be manufactured, traded, sold, stocked, or imported within India. The Order excludes goods or articles intended solely for export. Violations of this Order will result in penalties as specified in the Bureau of Indian Standards Act, 2016. This initiative underscores the Ministry's commitment to enhancing safety and quality standards in the manufacturing of Cookware and Utensils, ensuring consumer protection and promoting industry compliance with established norms. Stakeholders in the industry are urged to familiarize themselves with the Gazette Notification's requirements and prepare to comply within the specified timelines.
