Introduction to the BIS QCO for Various Textiles
The Ministry of Chemicals and Fertilizers had earlier issued Quality Control Orders in 2023 for certain textile packaging products that are used mainly in the cement as well as logistics sectors. These included:
- Polypropylene (PP) Woven, Laminated, Block Bottom Valve Sacks for 50 kg Cement
- High-Density Polyethylene (HDPE)/Polypropylene (PP) Woven Sacks for 50 kg Cement
- Polypropylene (PP)/HDPE Laminated Woven Sacks for Mail Sorting, Storage, Transport, and Distribution
These Orders made BIS certification mandatory for the above-specified products in order to ensure proper strength, durability, as well as reliable quality in industrial use.
Now, through the Second Amendment Order dated 04 September 2025, the government has revised the enforcement date of these earlier QCOs.
Key Changes You Should Know
- This is a Second Amendment Order, 2025, to the earlier 2023 QCOs.
- The amended Orders by the BIS will now be called as follows:
- Textiles — High-Density Polyethylene (HDPE)/ Polypropylene (PP) Woven Sacks for Packaging of 50 kg Cement (Quality Control) Second Amendment Order, 2025.
- Textiles — Polypropylene (PP) Woven, Laminated, Block Bottom Valve Sacks for Packaging of 50 kg Cement (Quality Control) Second Amendment Order, 2025.
- Textiles — Polypropylene (PP)/ High Density Polyethylene (HDPE) Laminated Woven Sacks for Mail Sorting, Storage, Transport, and Distribution (Quality Control) Second Amendment Order, 2025.
- The implementation date has been revised.
- The amendment came into effect from the date of publication in the Official Gazette (04 September 2025).
- No changes have been made to product specifications or certification requirements.
- BIS certification remains mandatory before sale or distribution after the enforcement date.
What is the Date of Implementation?
- Original QCO Year: 2023
- Earlier Implementation Date: 6th September 2025
- Second Amendment Issued: 04 September 2025
- Revised Implementation Date: 6th January 2026
Businesses now have additional time to complete BIS certification before the rule becomes mandatory.
Benefits of this Order for the Businesses
- This extension gives businesses additional time to comply with the regulatory framework and be in compliance with the BIS regulations.
- Manufacturers get extra time to complete testing as well as the process for licensing.
- Importers can align sourcing and documentation in a proper manner.
- It reduces the risk of supply disruption in the cement and logistics industries.
- It ensures that when the rule becomes effective, companies are better prepared, and the market transition is quite smooth and efficient.
- At the same time, the Order continues to protect market quality and prevent the sale of substandard packaging sacks.
Now, What to Do?
Even though the deadline has been extended to 6th January 2026, businesses should not delay action. Here are key steps that manufacturers, as well as importers involved with the regulation of the prescribed textiles, must ensure:
- Review the applicable Indian Standard for your sack category.
- Arrange testing through BIS-recognized laboratories.
- Prepare factory quality control documents.
- Apply for a BIS licence under Scheme-I.
- Plan inventory as well as supply chain adjustments before the deadline.
