Introduction to the BIS QCO for Polypropylene (PP) Materials
The Polypropylene (PP) Materials for Moulding and Extrusion (Quality Control) Order, 2024 was originally issued by the Ministry of Chemicals and Fertilizers in order to mandate compulsory BIS certification for polypropylene materials used in moulding as well as extrusion applications, with the objective of ensuring product quality, safety, and standardisation in the plastics and petrochemical sector.
Subsequently, on 24th December 2024, the Ministry issued the Polypropylene (PP) Materials for Moulding and Extrusion (Quality Control) Third Amendment Order, 2024, granting an extension in the date of implementation in order to provide additional time for industry stakeholders to comply with the regulatory requirements of the market.
Key Changes of the Third Amendment Order You Should Know
- The amendment is officially titled the Polypropylene (PP) Materials for Moulding and Extrusion (Quality Control) Third Amendment Order, 2024.
- The order relates specifically to PP materials that are used for moulding as well as extrusion processes.
- Mandatory compliance with the relevant Indian Standards under BIS certification continues to remain applicable.
- The amendment only extends the implementation timeline, without altering the scope, standards, or certification requirements that have been prescribed under the original QCO.
What is the Date of Implementation?
- The revised date of implementation for mandatory compliance has been extended to 24th June 2025.
- Until this date, manufacturers as well as importers may continue operations while preparing for full BIS compliance.
- Post 24th June 2025, non-certified PP materials for moulding and extrusion shall not be permitted for manufacture, import, or sale in the Indian market.
Benefits to Businesses of This Extension
- There is now additional preparation time for BIS application, testing, and licensing.
- Reduced compliance pressure for manufacturers as well as importers who are facing testing or documentation delays.
- Cost optimisation, as businesses can plan testing as well as certification in a phased manner.
- Improved supply chain continuity, avoiding abrupt disruptions due to immediate enforcement.
- Enhanced readiness, especially for MSMEs as well as first-time BIS applicants.
Now, What to Do?
Manufacturers as well as importers of Polypropylene materials for moulding and extrusion should carefully use this extension period in order to initiate BIS certification well in advance of the revised deadline. This includes identifying applicable Indian Standards, arranging product testing at BIS-recognised laboratories, and preparing documentation for a timely license grant.
Brand Liaison supports stakeholders with end-to-end BIS certification services, mainly including standard identification, lab coordination, application filing, as well as complete regulatory liaison, ensuring seamless compliance before the 24th June 2025 deadline.
