New BIS Quality Control (Amendment) Order 2025 for Various Textiles

Introduction to the BIS QCO for Various Textiles 

The Ministry of Chemicals and Fertilizers (Department of Chemicals and Petrochemicals) has issued new Amendment Orders in June 2025 for certain textile packaging products.

Earlier, these products were covered under the 2023 Quality Control Orders, which made BIS certification mandatory from a specified date.

Now, through fresh Amendment Orders, the government has extended the implementation timeline for the following products:

1. Textiles — High Density Polyethylene (HDPE)/ Polypropylene (PP) Woven Sacks for Packaging of 50 kg Cement
2. Textiles — Polypropylene (PP) Woven, Laminated, Block Bottom Valve Sacks for Packaging 50 kg Cement
3. Textiles — Polypropylene (PP)/ High Density Polyethylene (HDPE) Laminated Woven Sacks for Mail Sorting, Storage, Transport and Distribution

Key Changes You Should Know

1. The orders for the specified 3 products will now be called:
   1. Textiles — High-Density Polyethylene (HDPE)/ Polypropylene (PP) Woven Sacks for the Packaging of 50 kg Cement (Quality Control) Amendment Order, 2025.
   2. Textiles — Polypropylene (PP) Woven, Laminated, Block Bottom Valve Sacks for Packaging 50 kg Cement (Quality Control) Amendment Order, 2025.
   3. Textiles — Polypropylene (PP)/ High Density Polyethylene (HDPE) Laminated Woven Sacks for Mail Sorting, Storage, Transport and Distribution (Quality Control) Amendment Order, 2025
2. The main change in all three amendment orders is the implementation date.
3. The earlier enforcement date under the 2023 Orders has now been revised.
4. These amendment orders have been issued under Section 16 of the Bureau of Indian Standards Act, 2016, in public interest and after consultation with the Bureau of Indian Standards.
5. The amendments came into force from the date of publication in the Official Gazette.

What is the Date of Implementation?

• Amendment Orders issued on: 11 June 2025
• New enforcement date for mandatory BIS compliance: 6 September 2025

From this date onwards, manufacturers as well as importers must ensure BIS certification before selling these products in India.

• Coordinate product testing through approved laboratories.
