Withdrawal of BIS QCO for Viscose Staple Fibres

BIS ISI Certification

BIS ISI Certification

Issue Date: 18-11-2025

Introduction to the BIS QCO for Viscose Staple Fibres

The Bureau of Indian Standards (BIS) Quality Control Order (QCO) for Viscose Staple Fibres has been introduced in order to ensure consistent quality, safety, as well as absolute performance of viscose fibres that are used extensively in textiles, apparel, and various industrial applications. Under this QCO, viscose staple fibres that are manufactured or imported into India must conform to the applicable Indian Standard and bear the ISI mark.

However, the BIS Quality Control Order on Viscose Staple Fibres has been revoked by Gazette Notification provided under the Bureau of Indian Standards Act, 2016. This has been put into force immediately and after consultations with the Bureau of Indian Standards (BIS).

Key Changes You Should Know

The latest BIS withdrawal notification includes the following key points:

  • The Government has revoked the Quality Control Order of 2022, which required Viscose Staple Fibres to be BIS certified.
  • This withdrawal has been issued pursuant to Section 16 of the BIS Act, 2016, upon consultation with BIS.
  • The QCO is immediately withdrawn.
  • Any actions or compliance steps undertaken before the withdrawal remain valid, but no future compliance is required.

Consequently, the previous compulsory quality criterion that was related to Viscose Staple Fibres can no longer be imposed.

What Does This Notification Mean for Businesses?

With the withdrawal of the Viscose Staple Fibre QCO:

  • Manufacturers, importers, and suppliers are no longer required to obtain BIS Certification for Viscose Staple Fibres.
  • Businesses can now manufacture, sell, distribute, or import these fibres in India without any BIS license.
  • This step reduces compliance pressure, lowers regulatory costs, and opens up easier access to both domestic and international markets.
  • Companies may choose to follow BIS standards voluntarily, but it is no longer mandatory.

This withdrawal supports ease of doing business and provides increased flexibility for the textile and fibre sector.

It is Good News to the Industry!

Here’s how the withdrawal benefits manufacturers and traders:

  • No Mandatory BIS Certification:
Businesses dealing with Viscose Staple Fibres are no longer bound by mandatory BIS requirements.
  • Quality Standards Not Enforced:
The standards notified in 2022 are no longer compulsory.
  • Simplified Regulatory Compliance:
No more testing, factory audits, renewals, or license maintenance.
  • Ease in Imports & Trade:
Importers can procure Viscose Staple Fibres globally without BIS-specific restrictions.
  • Flexible Market Operations:
Companies enjoy more freedom in production, sourcing, and sales.
  • Existing Certified Stock:
Products already marked with BIS certification can still be sold, but no renewal is needed.
  • Reduced Legal Hassles:
The textile sector benefits from simpler, smoother regulatory requirements.

The withdrawal of this QCO removes a significant regulatory burden, promoting stable and business-friendly growth in the textile fibre segment.
