BIS Quality Control Amendment Order 2026 for Morpholine | Temporary Exemption until July 2026

BIS ISI Certification

BIS ISI Certification

Issue Date: 02-04-2026

Introduction to the BIS QCO for Morpholine

The original Morpholine (Quality Control) Order, 2020, which was issued by the Ministry of Chemicals and Petrochemicals on 16th June 2020, basically served as the foundational regulation to bring Morpholine under mandatory BIS certification in India.

Under this Order, Morpholine was required to comply with the Indian Standard IS 12084:1987 and bear the Standard Mark (ISI Mark) under a valid BIS license. This mainly ensured that only quality-compliant Morpholine products were manufactured, imported, or sold in the Indian market.

Morpholine is an important industrial chemical widely used in sectors such as rubber processing, pharmaceuticals, water treatment, as well as for corrosion control. Ensuring its quality is crucial for both industrial safety and performance.

However, considering recent challenges, the government has now introduced an amendment to address supply-related concerns.

Key Changes You Should Know

  1. The government has recently introduced a temporary relaxation in the enforcement of the Morpholine QCO.
  2. The requirement to comply with the Indian Standard and obtain BIS certification has now been suspended for a temporary period.
  3. This relaxation is specifically introduced in order to avoid supply chain disruptions and ensure the continuous availability of Morpholine in the Indian market.
  4. It is important to note that the suspension applies only for a limited period and is not a permanent change.
  5. After this period ends, all provisions of the original 2020 Order will again become fully applicable.

What is the Date of Implementation?

  • Original QCO Issued: 16 June 2020
  • Amendment Order Issued: 2 April 2026
  • Relaxation Period: 1 April 2026 to 1 July 2026

Note: During this period, compliance with BIS standards for Morpholine will not be mandatory.

Benefits of this Order for the Industry

This temporary amendment offers practical relief and several benefits to businesses that are manufacturing, importing, or selling Morpholine in the Indian market. Some of the key benefits include:

  • Ensures continuous supply.
  • Prevents shortages in industries that mainly rely on Morpholine.
  • Gives businesses short-term flexibility in sourcing as well as distribution.
  • Helps importers and manufacturers manage operational challenges in a smooth manner.
  • Reduces compliance pressure and hassle of immediate compliance.

Overall, this move supports industry stability while also helping to balance regulatory requirements.

Now, What to Do?

Businesses should treat this relaxation as a temporary window, not a permanent exemption. Any further amendments or changes can equally impact operations. Therefore, it is advised to be prepared for the same beforehand. Here’s what business can do:

  • Plan to resume full BIS compliance before 1 July 2026.
  • Start or continue the BIS certification process.
  • Ensure documentation, testing, and licensing are ready once the suspension period ends.
  • Monitor further updates from the government in order to stay compliant.

At Brand Liaison, we understand that such temporary regulatory changes can create confusion in planning as well as execution of the BIS license.
