Introduction to the BIS QCO for Various Textiles

The Ministry of Chemicals and Fertilizers, through the Department of Chemicals and Petrochemicals, has recently issued a new amendment notification regarding the previously issued QCOs for various textiles. 

The BIS has made it mandatory for certain specified textiles to be certified and use the ISI mark issued by the BIS as a license, mainly including:

1. High-Density Polyethylene (HDPE) / Polypropylene (PP) Woven Sacks for Packaging of 50 kg Cement
2. Polypropylene (PP) Woven, Laminated, Block Bottom Valve Sacks for Packaging 50 kg Cement, &
3. Polypropylene (PP)/High-Density Polyethylene (HDPE) Laminated Woven Sacks for Mail Sorting, Storage, Transport, and Distribution. 

The specified IS were to be abided by, and businesses dealing with these products in the Indian market have to conform to the same. 

However, the BIS has again amended the date of implementation for these specified textiles, extending the deadline and thereby giving more time to stakeholders and the industry involved with the regulation of these products in the Indian market. 

Key Changes You Should Know

1. The amended QCO will now be called:
   1. Textiles — High-Density Polyethylene (HDPE)/ Polypropylene (PP) Woven Sacks for Packaging of 50 kg Cement (Quality Control) Amendment Order, 2026.
   2. Textiles — Polypropylene (PP) Woven, Laminated, Block Bottom Valve Sacks for Packaging 50 kg Cement (Quality Control) Amendment Order, 2026.
   3. Textiles — Polypropylene (PP)/ High Density Polyethylene (HDPE) Laminated Woven Sacks for Mail Sorting, Storage, Transport, and Distribution (Quality Control) Amendment Order, 2026.
2. The date of implementation for these various specified textiles has been extended.
3. The BIS will be the enforcing authority to make sure that compliance is being followed by businesses dealing with these products in the Indian market.
4. Anyone who contravenes this order will be punishable under the BIS Act 2016.

The new date of implementation that has been extended by the Bureau of Indian Standards (BIS) is 6th October, 2026.
