Introduction to the BIS Quality Control Amendment Order Regarding Polyurethanes & p-Xylene

The Ministry of Chemicals and Fertilizers, through the Department of Chemicals and Petrochemicals, has issued an amendment to the previously notified Quality Control Orders for Polyurethanes and p-Xylene. These Quality Control Orders were originally issued on 19th March 2025 to bring these chemicals under mandatory BIS compliance.

The newly issued amendments are titled the p-Xylene (Quality Control) Amendment Order, 2025 and the Polyurethanes (Quality Control) Amendment Order, 2025.

This amendment has been introduced to revise the implementation timeline, allowing stakeholders additional time to prepare for compliance with BIS requirements.

Key Changes of the QCO You Should Know

As per the latest amendment orders:

1. The implementation date for both p-Xylene and Polyurethanes has been revised.
2. The amendment only modifies the commencement date; all other provisions of the original Quality Control Orders remain unchanged.
3. Manufacturers and importers must ensure BIS certification is obtained before the revised implementation date.

What is the Date of Implementation?

The p-Xylene (Quality Control) Amendment Order, 2025 and the Polyurethanes (Quality Control) Amendment Order, 2025 shall come into force from the date of their publication in the Official Gazette.

However, the mandatory BIS compliance requirement for both chemicals will now be applicable from 19th December 2025.
