Introduction to the BIS Quality Control Amendment Order for Vinyl Acetate Monomer, Methyl Acrylate & Ethyl Acrylate
The Department of Chemicals and Petrochemicals, under the Ministry of Chemicals and Fertilizers, has issued new amendment orders related to BIS Quality Control requirements for certain chemical products.
These amendments apply to the following chemicals:
- Vinyl Acetate Monomer
- Methyl Acrylate
- Ethyl Acrylate
The amendments are officially notified as:
- Vinyl Acetate Monomer (Quality Control) Amendment Order, 2025
- Methyl Acrylate, Ethyl Acrylate (Quality Control) Amendment Order, 2025
These amendment orders revise the implementation timeline of the earlier Quality Control Orders issued in 2021.
Key Changes of the QCO You Should Know
As per the latest amendment orders:
- The implementation date for BIS compliance has been extended for all three chemicals
- No technical standards or certification requirements have been changed
- Only the commencement date of the Quality Control Orders has been revised
This extension gives manufacturers and importers additional time to prepare for BIS compliance.
What is the Date of Implementation?
Both amendment orders came into force on the date of their publication in the Official Gazette, i.e., 1 April 2025.
However, the mandatory BIS compliance requirement for:
- Vinyl Acetate Monomer
- Methyl Acrylate
- Ethyl Acrylate
will now apply from 31 March 2026.
Now, What to Do?
Manufacturers and importers dealing with these chemicals should:
- Take note of the revised compliance deadline
- Review applicable BIS standards and certification requirements
- Plan testing, documentation, and BIS application timelines in advance
- Ensure BIS certification is obtained well before 31 March 2026
Early preparation will help avoid last-minute issues, penalties, or disruptions to business operations.
