Introduction to the BIS QCO for Polycarbonate
The Polycarbonate (Quality Control) Order, 2021, was introduced by the Department of Chemicals and Petrochemicals under the Ministry of Chemicals and Fertilizers in order to mandate BIS certification for Polycarbonate that is being manufactured, imported, sold, or distributed in India. Polycarbonate is a widely used engineering thermoplastic that is known for its strength, transparency, impact resistance, as well as reliable heat stability, making it all the more essential in automotive, electronics, construction, medical devices, as well as a variety of consumer products.
The QCO ensures that all polycarbonate products that are entering the Indian market comply with prescribed Bureau of Indian Standards (BIS) specifications and bear the Standard Mark (ISI Mark).
However, recently, the Ministry issued the Polycarbonate (Quality Control) Amendment Order, 2025, which proposes several new changes to the previous mandate.
Key Changes You Should Know
- The Amendment modifies the enforcement timeline of the principal Polycarbonate (Quality Control) Order, 2021.
- The implementation timeline for the polycarbonate order has now been revised to the 12th day of September, 2026.
- No other provisions of the 2021 Order have been altered.
- All certifications, testing, and the prescribed marking requirements remain applicable once the Order becomes enforceable.
What is the Date of Implementation?
- Original QCO Published: 13 September 2021
- Amendment Issued: 16 September 2025
- Revised Enforcement Date: 12 September 2026
This amendment effectively extends the compliance deadline, granting manufacturers as well as related importers additional time to obtain BIS certification before the Order becomes mandatory in the Indian market.
What Should Businesses Do?
Manufacturers as well as importers dealing with Polycarbonate in the Indian market should:
- Initiate or complete BIS certification under the applicable Indian Standard.
- Conduct product testing through BIS-recognized laboratories.
- Apply for as well as timely secure a BIS licence authorizing the use of the Standard Mark.
- Align manufacturing and quality control processes along with BIS requirements before 12 September 2026.
- Keep checking further regulatory notifications in order to ensure continued compliance.
Any failure from the businesses’ end to comply after the enforcement date may result in restrictions on manufacture, import, or sale, along with penalties under the BIS Act, 2016.
Brand Liaison assists businesses with end-to-end BIS compliance, including documentation, testing coordination, application filing, as well as regulatory strategy in order to ensure timely certification, as well as absolutely uninterrupted market access.
