Introduction to the BIS QCO for Hand Tools 

The Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade) has issued a revised Hand Tools (Quality Control) Order, 2025, dated 4th December 2025. This new order replaces the previous QCO of 22nd July 2025 and formally changes the date of implementation to 1st October 2026. The updated QCO requires that all the specified hand tools should meet the relevant Indian Standards (IS) and carry the BIS Standard Mark with a valid licence under the Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.

1. Mandatory BIS certification for all listed products.
2. Exemption for domestically manufactured items meant solely for export.
3. Nothing in this order will be applied to 200 units per year for R&D purposes, which cannot be sold and must be disposed of as scrap after use.
4. MSMEs (small and micro enterprises) are granted an extended implementation timeline.

7. IS 4508:1992 – Open-Ended Slugging Wrenches (Spanners)
8. IS 4509:1992 – Ring Slugging Wrenches (Spanners)
9. IS 3650:1981 – Combination Side Cutting Pliers

Note: The latest versions of the above standards, along with amendments issued by BIS, shall apply.
