Introduction to the BIS Order for OTR
The Ministry of Heavy Industries had earlier issued the Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024, making safety compliance mandatory for certain machines and electrical equipment.
As per the original order, the implementation date was set as 28 August 2025 (one year from publication).
Now, through the Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Amendment Order, 2025, the government has extended the enforcement timeline.
This amendment has been issued in public interest under the Bureau of Indian Standards Act, 2016, after consultation with the Bureau of Indian Standards.
Key Changes You Should Know
- The new order will be called the Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Amendment Order, 2025.
- The main change is the extension of the implementation date.
- This means the regulation will now apply to the machines as well as the electrical equipment listed in the First Schedule from 1 September 2026.
- Important point:
- Assemblies, sub-assemblies, and components listed in the Schedule will apply from a date that will be separately notified by the Central Government.
- The amendment has come into force from the date of its publication in the Official Gazette.
What is the Date of Implementation?
- Amendment Order issued on: 12 June 2025
- New enforcement date: 1 September 2026
From this date, listed machinery and electrical equipment must comply with the required safety regulations before being sold in India.
Now, What to Do?
If your products fall under the Omnibus Technical Regulation, certain things should be taken into consideration by businesses:
- Check whether your machinery or equipment is listed in the First Schedule.
- Review the applicable safety requirements.
- Start gap analysis in order to identify changes that are required in product design or documentation.
- Plan testing as well as certification well before 1 September 2026.
Do not treat this extension as a reason to delay planning. The scope of this regulation is broad, and preparation can take time.
