BIS Update 2026 on Testing Timelines and Sample Processing (for Empanelled Laboratories)

General Update

General Update

Issue Date: 13-05-2026

Introduction to the BIS Testing Timeline Instructions

The Bureau of Indian Standards (BIS) works closely with empanelled laboratories for product testing as well as certification under various BIS schemes. Timely testing and issuance of reports play an important role in ensuring smooth certification processes for manufacturers and importers who intend to sell the notified products in India.

In order to improve efficiency and reduce unnecessary delays in product approvals, BIS has recently issued fresh instructions to all empanelled testing laboratories regarding sample testing timelines and issuance of reports.

These instructions mainly aim to streamline the testing process and encourage faster turnaround while maintaining compliance with the applicable Indian Standards.

Key Changes You Should Know

  1. BIS has directed all empanelled laboratories to complete testing and issue test reports within 30 days from the date of sample receipt.
  2. If the applicable Indian Standard (IS) itself requires a testing period longer than 30 days, the laboratory may follow the specified duration.
  3. Any delay beyond 30 days, without justification under the relevant standard or specification, may be reviewed seriously by BIS.
  4. BIS may take appropriate action against laboratories that are responsible for unjustified delays.

Manufacturers have also been advised to ensure proper sample readiness before submission in order to avoid interruptions during the testing process.

Important points for manufacturers:

  • Submit samples with a properly completed CCL and all required documents/certificates.
  • Ensure the product label is final and BIS-compliant.
  • Finalise all technical specifications and product details in advance.

What is the Date of Implementation?

These instructions are effective immediately for empanelled BIS laboratories and manufacturers who are submitting samples for BIS testing.

Benefits of this Update for the Businesses

These instructions are expected to improve the overall BIS certification process for businesses. Here are some of the many benefits:

  • Faster testing and report issuance.
  • Reduced delays in BIS certification timelines.
  • Better coordination between manufacturers as well as laboratories.
  • Improved transparency in testing procedures.
  • Helps businesses plan product launches and imports in a more efficient manner.
  • Encourages manufacturers to maintain proper documentation and product readiness for the market.

Overall, the update supports smoother and more predictable compliance management.

Now, What to Do?

Manufacturers and importers should proactively prepare before sending products for BIS testing.

  • Double-check all application documents before submission of the sample.
  • Ensure that the labels and markings fully comply with BIS requirements.
  • Finalise technical specifications beforehand in order to avoid retesting.
  • Coordinate closely with laboratories for timely communication.
  • Maintain complete records of submitted documents as well as samples.
