EPR Authorization

Issue Date: 23-01-2025

Introduction to the Plastic Waste Management Rules

The Ministry of Environment, Forest and Climate Change (MoEFCC) has recently updated the Plastic Waste Management (Amendment) Rules, 2025, under the Environment (Protection) Act, 1986, which is basically amending the existing Plastic Waste Management Rules, 2016. These amendments are aimed at improving traceability, transparency, as well as regulatory oversight in plastic packaging and waste management.

The notification introduces additional compliance requirements for Producers, Importers, and Brand Owners (PIBOs) and also strengthens enforcement mechanisms through penalty provisions that have been defined.

Key Changes You Should Know

  1. There has to be mandatory disclosure of product information by Producers, Importers, and Brand Owners.
  2. From 1st July 2025, product information must be provided through any one of the following:
    1. Barcode or QR Code printed on plastic packaging.
    2. Product information brochure.
    3. Unique number that is issued under any applicable law.
  3. PIBOs must intimate CPCB regarding the chosen mode of disclosure of the information.
  4. The Central Pollution Control Board (CPCB) will publish a list of compliant PIBOs on its official website.
  5. The compliance list will be updated on a quarterly basis.
  6. Penalties are also introduced for non-compliance under Section 15 of the Environment (Protection) Act, 1986.

What is the Date of Implementation?

  • The Plastic Waste Management (Amendment) Rules, 2025 came into force on 23 January 2025, which is the date of publication in the Official Gazette.
  • The new disclosure and reporting requirements for Producers, Importers, as well as Brand Owners will be effective from 1st July 2025.

All applicable entities must ensure readiness well before the July 2025 deadline in order to avoid any penalties against businesses or regulatory action.

Now, What to Do?

Producers, Importers, as well as Brand Owners, should review their plastic packaging practices, finalize the mode of product information disclosure (QR code, brochure, or unique number), and ensure timely intimation to the CPCB. Internal systems should be aligned in order to maintain accurate records as well as complete support for quarterly compliance visibility on the CPCB portal.
