Issue Date: 28-08-2026

Introduction to the Extension of Timeline for Filing Annual Returns Notification

The Ministry of Environment, Forest and Climate Change (MoEFCC) has extended the timeline for filing annual returns for Producers, Importers, and Brand Owners (PIBOs) and Producer Responsibility Organizations (PWPs) under the Plastic Waste Management (Second Amendment) Rules, 2023 for the Financial Year (FY) 2025-26.

This extension notification comes following a request from the Central Pollution Control Board (CPCB) to allow additional time for completing the annual filing due to operational difficulties and challenges with the EPR Portal.

What is the New Notification for Plastic Waste Management?

The following are the main highlights of the new notification:

  1. There is an extension in the deadline for filing annual returns separately for PWPs and PIBOs.
  2. For PWPs, the deadline is extended until 31 October 2026 to file their returns.
  3. For PIBOs, the deadline is extended until 31 December 2026 to file their returns.
  4. This extension helps address difficulties and ensure proper environmental management of plastic packaging waste as per EPR rules.
  5. CPCB will work on resolving EPR Portal issues during this period to support smooth compliance.

What is the Date of Implementation?

The extended deadlines for annual return filing for FY 2025-26 are:

  • For PWPs: 31 October 2026
  • For PIBOs: 31 December 2026

It is important that producers and organizations submit their returns within these timelines to avoid compliance problems.

Now, What to Do?

PIBOs and PWPs should:

  • Update their compliance data related to plastic packaging waste for FY 2025-26.
  • Verify all details before submitting annual returns.
  • Prepare correct annual returns reflecting their compliance status.
  • Submit the returns through the centralized EPR Portal before the extended deadlines.
  • Keep records of submissions and supporting documents for future reference.

Brand Liaison is available to assist producers and organizations with compliance requirements, document preparation, data review, and the online filing process through the EPR Portal.
