Introduction to the BIS Revised Guidelines for Implementation of IS 16270

The Bureau of Indian Standards (BIS) has released revised implementation guidelines for IS 16270, following the notification of the Solar Systems, Devices and Components Goods Order, 2025 by the Ministry of New and Renewable Energy.

This update revises the standard Secondary Cells and Batteries for Solar Photovoltaic Application – General Requirements and Methods of Test, upgrading it from IS 16270:2014 to IS 16270:2023.

The revised guidelines aim to align solar battery standards with evolving technologies, including lithium-based chemistries, while ensuring product safety, performance, and regulatory consistency in the Indian market.

Key Changes You Should Know

The revision of IS 16270 introduces several important technical updates, including:

  1. Introduction of maximum charge current I10 A requirement
  2. Inclusion of lithium battery types and other electrochemistries in Tables 1 and 2
  3. Addition of standards applicable to lithium cells and batteries
  4. Introduction of long-duration capacity parameter C120
  5. Inclusion of rated capacity compliance requirements

These changes reflect advancements in solar energy storage technologies and expand the scope of compliance under the updated standard.

Guidelines for Implementation of IS 16270:2023

For Existing License Holders

  • Existing licence holders must adopt IS 16270:2023 by the implementation date of the Solar Systems, Devices and Components Goods Order, 2025.
  • Compliance must be shown through third-party test reports for lead models earlier tested under IS 16270:2014.
  • An undertaking must be submitted confirming that all revised requirements are applied to every model under the licence.
  • Failure to comply on time may lead to licence cancellation or removal of models from the licence.

For New Applicants

  • New applications can be submitted with or without the revised standard until 27 July 2025.
  • Applications based on the older standard must include a declaration confirming future compliance with IS 16270:2023.
  • After 27 July 2025, licences will be issued only as per the revised standard.

For Change in Licence Scope

  • Requests to add or modify products will follow the same rules as new applications.
  • Changes under the older standard will be accepted only till 27 July 2025, along with a declaration to adopt the revised standard.

What is the Date of Implementation?

The revised implementation guidelines for IS 16270:2023 are effective immediately. All manufacturers, existing licensees, and applicants must comply with these guidelines to ensure uninterrupted certification and market access.

Now, What to Do?

Manufacturers and applicants dealing with solar photovoltaic batteries should:

  • Review the revised requirements under IS 16270:2023
  • Assess product designs and test data against the updated parameters
  • Plan test report submissions and declarations within the prescribed timelines
  • Ensure a timely update from the old standard to avoid licence suspension or cancellation
