Introduction to the BIS CRS Guidelines for Implementation of Revised Standards

The Registration Department of the Bureau of Indian Standards (BIS) has recently issued a notification regarding the implementation of certain revised standards for LED Luminaires under the Compulsory Registration Order (CRO). These standards cover a wide range of LED lighting products. The revision has been introduced in order to ensure improved product quality, enhanced safety, as well as better reliability in lighting products used across industries and households.

Key Changes You Should Know

1. For Existing Licensees

   1. All existing license holders must shift to the revised standard IS 10322 (Part 1):2026 before 02 August 2026. After this date, licences that do not comply with the revised standard will not remain valid.
   2. They must submit updated test reports from BIS-recognized laboratories for all primary models that were earlier approved under the old standard.
   3. An undertaking has to be provided in order to confirm that all other product models under the licence have been aligned with the revised standard.
   4. If these steps are not completed within the deadline, BIS may cancel the licence or remove specific product models from its scope.

2. For New Applicants

   1. Applications that are already in process (where samples have been tested as per the old standard) may continue under the old version.
   2. New applications can be filed under either the old or revised standard. However, using the old standard is allowed only until 02 August 2026.
   3. Applicants choosing the old standard must give a declaration that they will upgrade to the revised standard before the deadline.
   4. After 02 August 2026, no new licence will be granted under the old standard.

3. For Change in Scope of Licence

   1. Any request to add new models or modify the licence scope will follow the same rules as new applications.
   2. Changes under the old standard will only be accepted until the date when the licensee switches to the revised standard, or 02 August 2026
   3. After this, all scope changes must comply only with the revised standard.

What is the Date of Implementation?

The date of implementation for the revised standards is 02 August 2026. The guidelines are effective immediately. 

Note:
After 02 August 2026, compliance with the revised standard will become mandatory, and the old standard will no longer be accepted for certification or licensing.
