Introduction to the BIS QCO Regarding Power Inverters for Photovoltaic Systems
The Ministry of New and Renewable Energy (MNRE), Government of India, has notified the Solar Systems, Devices and Components Goods Order, 2025, which revises the Quality Control requirements for Power Inverters used in Photovoltaic (PV) Power Systems. This Order supersedes the earlier 2017 notification and brings Power Inverters under enhanced BIS compliance requirements.
Under this revised QCO, an additional Indian Standard, IS/IEC 61683:1999, has been made applicable. This standard defines the procedure for measuring the efficiency of power conditioners used in stand-alone and utility-interactive photovoltaic systems.
The revised guidelines have been issued by the Bureau of Indian Standards (BIS) to ensure uniform implementation, efficiency verification, and compliance across manufacturers and applicants supplying power inverters in the Indian market.
Key Changes of the QCO You Should Know
Under the revised QCO for Power Inverters:
- An additional standard, IS/IEC 61683:1999, has been made mandatory for Power Inverters used in PV systems.
- This standard focuses on the efficiency measurement of power conditioners used in solar applications.
- All manufacturers must comply with the revised QCO within the specified timeline.
- Test reports as per IS/IEC 61683:1999 are mandatory for each lead model.
- Non-compliant models will be removed from the scope of the BIS licence after the deadline.
- The revised QCO applies to both existing licensees and new applicants.
Guidelines for Implementation of the Revised QCO
Existing Licensees
Existing BIS licensees for Power Inverters used in PV systems must:
- Apply online through the Standard Revision / Amendment / Essential Requirement module on the BIS portal.
- Submit test reports as per IS/IEC 61683:1999 for each lead model, following MNRE series guidelines.
- Pay applicable BIS fees for scope revision.
- After successful compliance, BIS will issue a confirmation letter for approved models.
- Models for which test reports are not submitted will be deleted from the licence scope.
Failure to comply within the stipulated timeline may lead to licence expiry.
New Applicants
New applicants must:
- Submit applications along with test reports as per IS/IEC 61683:1999, in addition to IS 16221 (Part 2): 2015.
- Applications without test reports are allowed only up to 27 July 2025, provided a declaration is submitted confirming implementation of the revised QCO.
- After 27 July 2025, no new BIS licence will be granted without full compliance with the revised QCO.
Change in Scope of License
For inclusion of new models under an existing licence:
- Applications must be submitted with test reports as per IS/IEC 61683:1999 and IS 16221 (Part 2): 2015.
- Applications without test reports are permitted only up to 27 July 2025, with a declaration.
- Existing licensees must not use the inclusion module to implement the new standard for already registered models and should follow the standard revision process instead.
What is the Date of Implementation?
The revised Quality Control requirements under the Solar Systems, Devices and Components Goods Order, 2025 will be enforced as per the timelines notified by MNRE.
The last date for submitting applications or inclusions without test reports is 27 July 2025.
Beyond this date, full compliance with IS/IEC 61683:1999 is mandatory.
Now, What to Do?
Manufacturers and applicants dealing with Power Inverters for PV systems should:
- Identify whether their products fall under the revised QCO scope
- Arrange testing as per IS/IEC 61683:1999 through BIS-recognized laboratories
- Submit applications, declarations, and test reports within the prescribed timeline
- Ensure only compliant models remain in the BIS licence scope
- Use the BIS Standard Mark only after meeting all QCO requirements
Timely action will help avoid licence cancellation, scope reduction, and disruption in market operations.
