Introduction to the BIS Clarification on Security Essential Requirements for Analog CCTV Cameras
The Bureau of Indian Standards (BIS), in reference to earlier circulars on the Essential Requirement(s) for Security of CCTV, has issued an important clarification based on a notification from MeitY dated 12 March 2025.
As per this clarification, the Security Essential Requirements for CCTV do not apply to Analog CCTV Cameras. This means that Analog CCTV Cameras are exempted from testing and compliance with the Security ER notified for CCTV devices.
Key Changes of the BIS Clarification You Should Know
As per the new QCO:
- The Essential Requirement(s) for Security of CCTV do not apply to Analog CCTV Cameras
- Analog CCTV Cameras are not required to be tested against the Security ER
- Only non-analog CCTV cameras must comply with:
- IS 13252 (Part 1): 2010, and
- Essential Requirements for Security of CCTV
- Analog and non-analog CCTV cameras cannot be combined in a single BIS application or inclusion
This clarification helps manufacturers clearly identify compliance obligations based on the type of CCTV camera.
Procedure for Applicants and Licensees
BIS has defined the following procedure for all manufacturers and license holders:
- Manufacturers of existing registered models must submit a self-declaration through the Standard Revision / Amendment / Essential Requirement module
- The declaration must list all Analog CCTV camera models covered under the licence
- This declaration option, without test reports, is allowed only for Analog CCTV models
- After 9 April 2025:
- All models other than Analog CCTV models and
- Models not complying with the Security ER
shall be deleted from the scope of the licence
What is the Date of Implementation?
- The BIS clarification is effective immediately
- 9 April 2025 is the key cut-off date:
- Non-compliant models will be removed from the licence scope
- New applications must strictly follow the revised classification
Now, What to Do?
Manufacturers and importers of CCTV cameras should:
- Identify whether their products are Analog or non-Analog
- Submit self-declarations for Analog CCTV models before 9 April 2025
- Ensure test reports clearly mention the camera type
- File separate applications for Analog and non-Analog CCTV cameras
- Review the licence scope to avoid deletion of models
