Issue Date: 13-11-2025

Introduction to the BIS Second Amendment Order for Machinery and Electrical Equipment Safety

The Ministry of Heavy Industries has issued the Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Second Amendment Order, 2025, on 13 November 2025, after consultation with the Bureau of Indian Standards (BIS). This amendment majorly revises the earlier Omnibus Technical Regulation Order, 2024, with the aim of providing clarity as well as flexibility regarding the enforcement timeline for safety requirements applicable to machinery and electrical equipment in India.

Key Changes You Should Know

  1. This amendment is officially called the Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Second Amendment Order, 2025.
  2. The earlier fixed enforcement timelines mentioned in the 2024 Order have been removed.
  3. The clause stating enforcement after one year from publication and the deadline of 1st September 2026 are no longer applicable.
  4. A new provision has been added stating that enforcement will begin from a date to be notified separately by the Central Government.
  5. This means there is currently no fixed enforcement date for compliance under this regulation.

What Is the Date of Implementation?

  • The amendment order itself comes into force immediately from the date of publication in the Official Gazette.
  • However, actual compliance requirements will start only when the Central Government notifies a new enforcement date through a separate notification.
  • Until then, mandatory enforcement remains on hold.

Benefits of This Order for Businesses

  • Provides additional time for manufacturers as well as suppliers to prepare for compliance.
  • Reduces immediate regulatory pressure on machinery and electrical equipment manufacturers.
  • Allows businesses to plan investments, testing, and documentation in a phased manner.
  • Minimizes the risk of last-minute non-compliance once enforcement is announced.
  • Encourages a smoother transition to safety regulations without operational disruption.

Now, What to Do?

Businesses involved in machinery, as well as the electrical equipment, should:

  • Closely monitor official government notifications for the new enforcement date.
  • Review applicable BIS standards and safety requirements in advance.
  • Start aligning internal processes, product design, and quality checks with expected regulations.
  • Avoid delaying preparation, as enforcement may be announced with limited notice.
