Withdrawal of BIS QCO for Refined Nickel

Issue Date: 13-11-2025

Introduction to the BIS QCO for Refined Nickel

The BIS Quality Control Order (QCO) for Refined Nickel has been introduced to ensure that refined nickel supplied in the Indian market conforms to prescribed Indian Standards for quality, purity, as well as utmost reliable performance. Refined nickel is a vital raw material used in stainless steel production, batteries, electroplating, alloys, and various advanced industrial applications, where inconsistency in quality can impact safety, durability, and end-product efficiency.

However, on 13th November 2025, the Refined Nickel (Quality Control) Order, 2025, was withdrawn with a new notification. This decision, made under the powers granted by the BIS Act, 2016, nullifies the earlier Order notified on 17th April 2025.

The government has taken this step after consulting BIS and considering the broader public and industry interest, especially for raw materials used in stainless steel, batteries, alloys, and metallurgical applications.

Key Changes You Should Know

The latest notification highlights the following:

  1. Refined Nickel: IS 2782:2023 is no longer covered under the Quality Control framework issued in April 2025.
  2. The previous requirement to comply with BIS requirements on Refined Nickel is entirely rescinded.
  3. Any liability relating to the 2025 QCO is withdrawn as of the date of this notice.

It implies that the Quality Control Order, which compelled manufacturers and importers to adhere to certain BIS requirements, is no longer required.

What Does This Notification Mean for Businesses?

The withdrawal relaxes the compliance requirements of the companies operating in the nickel supply chain.

Key takeaways include:

  • No need to acquire a BIS license to manufacture or import Refined Nickel.
  • Unrestricted movement of Refined Nickel in the Indian market without BIS inspection or approval.
  • Easier acquisition of international suppliers as certification-based restrictions are lifted.
  • Quickened procurement process, cutback in regulatory points, and less administration.
  • The nickel-based input supply chains can now be operated with high flexibility and cost-effectiveness.

It’s Good News for the Industry!

This regulatory benefits the metal, alloy, and engineering sectors in several ways:

  • Elimination of Compliance Burden
There is no longer a need for companies to coordinate testing, audits, or submissions of documents towards BIS certification.
  • Lower Operating Costs
Lack of compulsory standards reduces the costs associated with conformity inspection and licensing.
  • Uninterrupted Imports
The import shipment will be transported with ease without delays at the customs as a result of BIS-related inspections.
  • Wider Market Choices
Businesses are able to access refined nickel through a wider global source without BIS-related restrictions.
  • Voluntary Standards Non-Mandatory
Despite the withdrawal of the QCO, the industries can still use BIS specifications voluntarily to ensure consistency and reliability.
  • No Renewal of Certification is required
Companies that have legitimate BIS licenses to Refined Nickel do not need to renew or retain the license.

In general, the withdrawal promotes a more open environment in the metal-processing ecosystem.
