BIS Quality Control (Second Amendment) Order 2025 for H Acid & Vinyl Sulphone

BIS ISI Certification

BIS ISI Certification

Issue Date: 30-07-2025

Introduction to the BIS QCO for H Acid and Vinyl Sulphone

The Ministry of Chemicals and Fertilizers, through the Department of Chemicals and Petrochemicals, has issued the

  • H Acid (Quality Control) Second Amendment Order, 2025 and the
  • Vinyl Sulphone (Quality Control) Second Amendment Order, 2025.

Earlier, both H Acid as well as Vinyl Sulphone were brought under mandatory BIS certification through the 2024 Quality Control Orders. These chemicals are widely used in dye and textile manufacturing and play an important role in industrial processing.

Now, through this Second Amendment Order, the government has revised the enforcement date of the earlier 2024 QCOs.

Key Changes You Should Know

  1. This is the Second Amendment to the 2024 QCOs.
  2. The enforcement date has been revised.
  3. The new implementation date for both products is 13 May 2026.
  4. The amendment came into force from the date of publication in the Official Gazette (30 July 2025).
  5. All other provisions of the original QCO remain unchanged.
  6. BIS certification will be mandatory after the revised date.

In simple terms, businesses have been given additional time in order to obtain BIS certification.

What is the Date of Implementation?

  • Original QCO Year: 2024
  • Second Amendment Issued: 30 July 2025
  • Revised Implementation Date (H Acid): 13 May 2026
  • Revised Implementation Date (Vinyl Sulphone): 13 May 2026

After this date, sale or import without acquiring BIS certification will not be allowed in the Indian market.

Benefits of this Order for the Industry

  1. This extension gives manufacturers as well as importers more time in order to prepare for compliance.
  2. It reduces the risk of sudden supply disruptions in the dye as well as textile sectors.
  3. Businesses can complete testing, documentation, and factory audits without last-minute pressure.
  4. It ensures smoother implementation of quality standards across the chemical industry.
  5. At the same time, it maintains the long-term goal of improving product quality and safety.

Now, What to Do?

Even though the deadline has been extended to 13 May 2026, businesses should start preparations beforehand. Here’s what businesses must do:

  • Review the applicable Indian Standard under the original 2024 QCO.
  • Conduct product testing through BIS-recognized laboratories.
  • Align manufacturing as well as quality control systems with BIS requirements.
  • Apply for a BIS licence well before the revised deadline.
  • Keep checking for any further amendments or clarifications that are being issued by the Ministry.

Delaying action may result in testing backlogs or approval delays closer to the deadline.
