Introduction to the BIS QCO Regarding Air Coolers and Air Filters

The Ministry of Commerce and Industry, through the Department for Promotion of Industry and Internal Trade, has issued a new Quality Control Order (QCO) on Air Coolers and Air Filters on 30th January 2025. This order supersedes the earlier Air Cooler and Air Filters (Quality Control) Order, 2023, except for actions taken or pending under the previous order.

The new QCO has been notified under the Bureau of Indian Standards Act, 2016, after consultation with the Bureau of Indian Standards (BIS), and aims to ensure product safety, performance, and quality consistency in the Indian market.

The order is titled the Air Cooler and Air Filters (Quality Control) Order, 2025, and applies to manufacturers, importers, and sellers of these goods.

Key Changes of the QCO You Should Know

Under this QCO:

  1. The specified goods must conform to the respective Indian Standards
  2. Goods must bear the BIS Standard Mark (ISI Mark) under Scheme-1 of Schedule-II of BIS (Conformity Assessment) Regulations, 2018

Exemptions to this QCO:

  1. Goods manufactured exclusively for export are exempt from this order.
  2. Small and micro enterprises registered under the Udyam Portal, with investment ≤ ₹25 lakh and turnover ≤ ₹2 crore, are exempt until the specified implementation dates.
  3. Manufacturers may import up to 200 units per year for R&D purposes; such units cannot be sold commercially and must be disposed of as scrap. Year-wise records must be maintained and submitted to the Central Government.
  4. Goods manufactured or imported before the commencement of this Order by a BIS-certified manufacturer may be sold, displayed, or offered for sale until 31st October 2025, provided the manufacturer makes a declaration to BIS.

What is the Date of Implementation?

The Air Cooler and Air Filters (Quality Control) Order, 2025 comes into force from the date of its publication in the Official Gazette, i.e., 30th January 2025.

Implementation dates differ by enterprise type:

  • General Enterprises: 1st April 2025
  • Small Enterprises: 1st July 2025
  • Micro Enterprises: 1st October 2025

All manufacturers and importers must comply with these dates to avoid penalties.
