Introduction to the BIS QCO for Hinges
The Ministry of Commerce and Industry had earlier issued the Hinges (Quality Control) Order, 2023, in order to regulate the quality of hinges that are being sold in the Indian market.
This order made it mandatory for specified types of hinges to comply with relevant Indian Standards and carry the ISI Mark under a valid BIS license.
The 2023 order:
- Required hinges to conform to notified Indian Standards
- Mandated BIS certification under Scheme I
- Exempted goods manufactured exclusively for export
However, in order to further streamline implementation and provide revised timelines, the Ministry has now issued the Hinges (Quality Control) Order, 2024, which replaces the earlier 2023 order.
Key Changes You Should Know
The Hinges Quality Control Order, 2024, issued on 26 July 2024, brings the following key updates for businesses:
- The order supersedes the Hinges QCO, 2023.
- It continues to cover the same categories of hinges under mandatory BIS certification.
- Hinges must comply with the following Indian Standards:
| Product | Indian Standards (IS) |
| Stainless Steel Butt Hinges | IS 12817:2020 |
| Steel Butt Hinges | IS 1341:2018 |
| Non-ferrous Metal Butt Hinges | IS 205:1992 |
| Tee and Strap Hinges | IS 206:2010 |
| Parliament Hinges | IS 362:1991 |
| Continuous (Piano) Hinges | IS 3818:1992 |
| Steel Back Flap Hinges | IS 3843:1995 |
| Double-acting Spring Hinges | IS 453:1993 |
| Cabinet Hinges | IS 18297:2023 |
- Products must bear the ISI Mark that will be obtained through BIS licensing.
- Goods that are manufactured only for export remain outside the scope of this order.
What Is the Date of Implementation?
The 2024 order provides revised compliance deadlines that are based on enterprise size:
- General Enterprises (other than Micro & Small): From 1 January 2025
- Small Enterprises: From 1 April 2025
- Micro Enterprises: From 1 July 2025
These extended timelines give businesses additional time to prepare for compliance.
Now, What to Do?
Manufacturers, importers, as well as brand owners who are dealing in hinges should take immediate action:
- Identify whether their hinge products fall under the notified Indian Standards.
- Check their enterprise classification (Micro, Small, or General).
- Initiate testing at BIS-recognized laboratories.
- Apply for the BIS Scheme–I license well before the applicable deadline.
- Ensure that the products meant only for export purposes are clearly documented as well as segregated.
- Plan production and labeling in order to include the ISI Mark.
