Introduction to the BIS Order for Insulated Flasks, Bottles, and Containers for Domestic Use

The Government had earlier issued the Insulated Flask, Bottles and Containers for Domestic Use (Quality Control) Order in order to ensure that such household products sold in India meet basic quality and safety standards.

Under the original Quality Control Order:

  • Insulated flasks, bottles, as well as containers meant for domestic use were required to comply with the applicable Indian Standards.
  • Products had to carry the ISI Mark under a valid BIS license.
  • The order mainly aimed to improve product quality as well as consumer safety.

Now, through the Insulated Flask, Bottles and Containers for Domestic Use (Quality Control) Amendment Order, 2024, the Government has provided a limited relaxation for existing stock manufactured or imported before the order comes into force.

Key changes you should know

  1. The amendment allows the sale of old or existing stock manufactured or imported before the commencement date.
  2. This relaxation applies only if:
    1. The manufacturer is already BIS certified, or
    2. The manufacturer has applied for BIS certification, or
    3. The goods are imported by a legitimate importer
  3. Such declared stock can be sold, displayed, or offered for sale for a limited period.
  4. In order to avail this benefit, a stock declaration certified by a Chartered Accountant must be submitted to BIS.
  5. This change helps businesses align smoothly with full BIS compliance.

What is the date of implementation?

  • The amendment is effective from the commencement date of the Insulated Flask, Bottles and Containers for Domestic Use (Quality Control) Amendment Order, 2024.
  • Existing stock is allowed to be sold for up to six months from this commencement date.

This provides a six-month window for clearing declared non-ISI stock.
