Introduction to the BIS Scheme-II Amendment
Under Scheme-II of the BIS (Conformity Assessment) Regulations, 2018, manufacturers are required to obtain and maintain valid licences for compliance as well as for the continued use of the BIS Standard Mark.
In accordance with the amendment that was issued on 25 February 2026, BIS has now revised the provisions related to the validity, renewal, and continuation of operation of licences under Scheme-II. The revised framework mainly focuses on extending licence validity while ensuring annual compliance through fee payments as well as accurate submission of production details.
Key Changes You Should Know
The revised provisions under Scheme-II include the following major updates which are as follows:
Initial Licence Validity
Licence to use the Standard Mark will now be granted initially for 5 years.
Annual Fee Payment Requirement
Although the licence validity is for five years, the applicable fees must be paid annually.
Renewal of Licence
Renewal of the licence will also be granted for another 5-year period. However, the renewal fees will also be paid on an annual basis.
Advance Payment Requirement
Fees related to the grant of a license, renewal of a certificate, or continuation of the same must be paid annually in advance before the due date.
Non-Payment Consequences
If annual fees and production details are not submitted on time, provisions related to suspension, deferment, cancellation, or expiry of the licence may apply under the BIS (Conformity Assessment) Regulations, 2018.
The BIS has advised all applicants and licensees in order to ensure the timely payment of annual fees and the submission of production details within prescribed timelines.
What is the Date of Implementation?
This amendment is in effect immediately. Businesses are advised to consider the key provisions and ensure compliance.
Benefits of this Update for the Businesses
The revised provisions provide both operational flexibility as well as long-term clarity for businesses. Here are some of the benefits of this update for the industry:
- Longer licence validity reduces frequent renewal processes.
- Simplifies long-term compliance planning.
- Reduces administrative burden for manufacturers.
- Annual payment structure improves financial flexibility for businesses.
- Encourages regular compliance monitoring through yearly submissions.
