CoC Process

The Bureau may grant a Certificate of Conformity (CoC) under Scheme-IV of Schedule II, BIS (Conformity Assessment) Regulations, 2018 for products that adhere to the specified requirements outlined in the relevant Indian Standards.

CoC is obligatory for Stampings, Laminations, and Cores of Transformers, whether they have winding or not. The Indian Standards covered by the CoC include IS 3024:2015 (Grain Oriented electrical steel sheet and strip), IS 648:2006 (Cold rolled non-oriented electrical steel sheet and strip), IS 16585:2016 (Fe based amorphous strip delivered in the semi-processed state), and IS 10613:2014 (Retro-Reflective Devices for Bicycles).

 

The process for obtaining a Certificate of Conformity (CoC) involves the following steps:

Step 1: Customize the Manufacturing Unit to Meet CoC Requirements 

  • Ensure the presence of ISI marked coils with their corresponding Mill Test Certificates
  • Set up in-house testing facilities in accordance with CoC requirements

Step 2: Application Submission

  • Arrange the Internal Test Reports and Mill Test Certificates (MTC) of steel coils
  • Compile all necessary documents
  • Complete the Application Form
  • Submit the application fees online through BIS
  • Provide hard copies of the Application Form and its enclosures to the relevant Branch Office (BO) of BIS

Step 3: Application Scrutiny and Inspection Officer Nomination

  • All submitted documents and information will be reviewed and any deficiencies will be communicated
  • A BIS officer will be designated for the Factory Inspection

Step 4: Payment of Audit Fees and Inspection-Related Expenses

  • Pay the required audit fees for the inspection
  • Confirm the presence of the BIS Inspection Officer
  • Arrange for the officer's travel, lodging and boarding

Step 5: Factory Visit

  • A visit to the factory will be conducted to assess the manufacturing infrastructure, production processes, quality control measures, testing capabilities and storage areas
  • The Inspection Officer will select random sample(s) for testing using the available testing facilities

Step 6: Certificate of Conformity (CoC) Issuance

  • The Head of the Branch Office - BIS will review the case and make a decision regarding the CoC grant
  • BIS will then issue the CoC

Step 7: Resolution of Non-Conformities (if applicable)

  • If the Inspection Officer identifies any non-conformities, rectify the Factory Unit's processes
  • Provide proof of the rectifications made to address any non-conformities (NC closure), if necessary
